In September 2002, BHP Billiton Diamonds Inc. retained A. D. Williams Engineering Inc. to complete a Power System Development Plan (PSDP) that would work in concert with BHP Billiton's Resource Development Plan (RDP). The RDP serves to outline the mine development sequence, identify time and size of plant expansion, and to maximize BHP Billiton's return on investment. As such, the RDP covers the project life of the mine.
The PSDP is an electrical utilities planning study that would enable the mining and recovery of diamonds to proceed in due course. This formalized study and planning process has presented a significant value to BHP Billiton Diamonds as capital funding can be planned for in advance and construction activities can be expedited without increased costs.
